Under general direction, the Senior Program Analyst provides highly complex and comprehensive program management, coordination, and administrative support in the development, implementation, and administration of Alameda CTC’s programs. The position will manage the Affordable Student Transit Pass Pilot (ASTPP) program and provide oversight and support for other Alameda CTC programs (e.g., Safe Routes to School, Transportation Demand Management, and Paratransit). The Senior Program Analyst will oversee the day-to-day operations of each of these programs, including, but not limited to actively manage and regularly coordinate with contractors; foster cooperative working relationships and act as liaison with various community, public, and regulatory agencies (e.g., schools, school districts, local jurisdictions, community advisory committees, and transit agencies); analyze operational, policy, and programmatic practices and procedures, and make recommendations for improvements; oversee and conduct program evaluations; and develop, summarize, and maintain administrative and fiscal records. The position will also be responsible for developing grant and funding applications, including performing technical analysis and writing applications, managing necessary agreements, and administering funding from multiple sources. In addition, this position requires the ability to oversee staff and provide strategic direction for all programs, and conduct needs analyses, feasibility studies, and evaluations for assigned projects and programs.
