The Manager of Design Review Architects/Engineers (MDRAE) supervises a design review team of four to five professional design reviewers accountable for fulfilling the requirements as outlined in the Manufactured Housing and Monitoring Services contract by supporting HUD's federal oversight responsibility for the design, manufacture, inspection, and consumer complaint handling of all manufactured homes. The MDRAE is responsible and accountable for the operational activities and work products necessary to complete technical and regulatory compliance monitoring activities. Specifically, the main responsibility of the MDRAE is to evaluate the performance of Design Approval Primary Inspection Agencies (DAPIAs) under the Federal Manufactured Housing Program requirements and develop performance assessments for each agency. Generally speaking, a DAPIA is responsible for evaluating and approving a manufacturer's designs and quality control procedures used to produce homes to ensure that these elements comply with the HUD regulations and standards.
The MDRAE is responsible for executing the applicable contract activities and ensuring a smooth and efficient operation for the production and submission of deliverables. The objectives include but are not limited to the following: 1) managing the overall DAPIA monitoring process, 2) evaluating performance of the DAPIAs, 3) maintaining excellent client satisfaction and relationships with industry stakeholders, 4) identifying training needs and performing training as needed, 5) ensuring the technical accuracy of work products, and 6) planning and monitoring of staff assignments to meet contract obligations and the client's expectations.
The MDRAE will also be responsible to complete other services and special activities as may be assigned by the Project Manager and/or the Director of Federal and State Programs Division as commensurate with the manager's education, background and experience. In fulfilling the essential functions, the MDRAE will strive to ensure that all work is conducted and completed in the most efficient, cost-effective, accurate, and professional manner possible.
The MDRAE will primarily receive operational direction from and supervision by the Program Manager. However, additional operational duties and assignments may be made by members of the senior and upper management team as needed to accomplish organizational goals and objectives (i.e. Business Development activities). However, functional supervision will reside with the Program Manager.
This position requires close coordination with other the Task Managers responsible for managing work related with the contract. The position may also require close coordination with other managers and Directors to complete work for other IBTS contracts and obligations to deliver on promised services.
The MDRAE may from time to time be asked to take a lead role in managing or providing other services critical to the performance of IBTS contractual obligations such as design review, inspections, research or similar technical services relevant to the manager's education, background and experience.
