The County of Riverside Executive Office is recruiting for a Senior Management Analyst / Principal Management Analyst (Management Analyst) to administer the County's National Pollution Discharge Elimination System (NPDES) stormwater management program and to provide administrative management support to several County departments.
The Management Analyst will play a critical role as the liaison and primary administrator for the NPDES program and will ensure the County's compliance with the State requirements. This position serves as the primary liaison and coordinator between multiple county departments and interfaces with numerous outside agencies including cities, water districts, joint power authorities, State and Regional Water Quality Control Boards, and state and federal Environmental Protection Agencies. The incumbent will represent the County at public and committee meetings and serve as a technical consultant on all matters relating to NPDES permitting and stormwater planning projects. In addition to NPDES administration, this position will be responsible for implementing County-wide administrative strategies and policies for the Executive Office, including the review of departmental staff reports prior to Board consideration. Additionally, the incumbent will participate in the administration of programs impacting the County budget, including the collection, interpretation and analysis of budget and financial data for assigned departments and agency programs.
The most competitive candidates will be seasoned NPDES stormwater project managers with strong written and oral communication skills and possess extensive knowledge and experience in environmental land use planning, water quality management, and governmental budgeting and finance. The level at which this position will be filled is at the Department's discretion and dependent on candidate qualifications.
