The Manager, Rail Operations Compliance is responsible for developing and administering programs for rail operations safety including contract operator, passenger and, roadway worker; developing and administering programs for rail operations on-time performance, and service efficiency; developing and administering programs for rail operations regulatory compliance; compiling and coordinating safety, performance, and compliance programs into a unified Contract Compliance Program (CCP) and a Contract Oversight Plan for Caltrain; and monitoring, auditing, and analyzing the performance of the rail operating contractor, including regulatory and contractual compliance. You will also be responsible for the oversight and implementation of corrective action resulting from Caltrain internal audit process, advising Caltrain Operating Rules Committee and internal Technical Oversight Committee on compliance, developing and maintaining the emergency preparedness plan, system safety program plan, and rail operating contractor’s safety action plan, monitoring the daily operations of the rail contract operator and tenant railroads on and around the Caltrain corridor to ensure compliance with Federal, State, and contract requirements, participating in rulemaking proceedings and standards development with General Code of Operating Rules (GCOR), Railroad Safety Advisory Committee (RSAC), Federal Railroad Administration (FRA), American Public Transportation Association (APTA), etc., monitoring and auditing FRA/California Public Utilities Commission (CPUC) inspection reports and ensure corrective action is taken and overseeing document control policy and procedures.
