Under general direction from the Manager, Right of Way, the Right of Way Officer is responsible for the operation of maintenance and construction oversight of the District railroad right-of-way (ROW), including track repair and structure maintenance, repair or construction for the Coaster commuter rail and the Oceanside – Escondido Rail mode, by contractor and/or District personnel. This position also helps monitor to ensure compliance with the specifications and regulations of the Federal Transit Administration (FTA), the California Public Utilities Commission (CPUC), the Federal Railroad Administration (FRA), other governing agencies, and NCTD's contracts. This position will also help review planned capital improvements and future SANDAG projects to ensure NCTD's ability to provide on-time, cost effective service.
